Data strategy needs to reinforce the use of standards and outline the overall governance framework an organization will utilize regarding implementation decision-making. The data strategy should also reflect major implementation considerations, such as architectural initiatives and technology transformation initiatives that are underway or planned, and it needs to define a sequence plan to guide implementation.

The data strategy iterations must evolve as the needs of the organization change. Organizations will be able to affect change through close collaboration of different organizational components. Collaboration is essential to building and maintaining an effective data management program. One example of improved collaboration is a broader responsibility for data quality led by executives and reflected throughout the data lifecycle. The most effective data management strategies are those that are visibly and actively endorsed by executive management and supported by mandatory organizational policy. In effect, such strategies are institutionalized.

The ensuing collaborative project—developing the data strategy—is a powerful mechanism for clarifying executive decisions and directives, as well as fast-tracking the data management program. In the ideal instance, all key players have had a voice in the process. They have reached agreement on objectives, priorities and measures. They have secured executive approval for capabilities to be improved, and all relevant stakeholders understand the impacts of the plan.

In organizations that are “born digital” or “become digital,” digital strategy and organizational strategy might be one and the same. However, we recognize that the challenges of the current transitional period from the older, analog world to the 21st century digital world and beyond often create the need for parallel development of strategy components.

Who Contributes to the Data Strategy?

The EDE is the individual responsible for producing the organization’s data strategy. However, this person cannot develop the plan alone. It is critical that the EDE involve other members of the organization so all equities are considered going forward (see Figure 4.9).

Stakeholders include all members of the strategy team, as well as all interested parties internal and external to the organization. The data strategy team identifies the positive and negative forces involved and manages the influences of these various stakeholders (Project Management Institute, 2013). Specifically, the team ensures that they closely collaborate with stakeholders to make sure that management data strategy requirements and expectations of all parties involved are met.
